Request for Proposals for NEPA/Environmental and Historic Preservation Consulting Services for BEAD Program

Solicitation No. 2026-MBI-06

The Massachusetts Technology Collaborative (“MassTech”) on behalf of the Massachusetts Broadband Institute (“MBI”) is issuing Request for Proposals ("RFP") to solicit responses from qualified consultants with demonstrated expertise in environmental compliance and monitoring under the National Environmental Policy Act ("NEPA”) and related Environmental and Historic Preservation (“EHP”) as required under the BEAD Restructuring Policy Notice issued by the National Telecommunications and Information Administration (“NTIA”) on June 6, 2025 (“Restructuring Policy Notice”) and all other applicable notices and guidance issued by NTIA. MBI is seeking external expertise to support MBI (acting on behalf of the Executive Office of Economic Development) to fulfill its role and responsibilities as Joint Lead Agency with NTIA to ensure that BEAD subgrantees satisfy all NEPA and EHP obligations and requirements for BEAD-funded deployment projects as well as support related activities undertaken by MBI to facilitate efficient and timely permitting of such projects.

The Selected Consultant will provide technical assistance to MBI, acting on behalf of the Executive Office of Economic Development (EOED), in fulfilling all responsibilities and obligations as the state broadband office administering the BEAD Program in Massachusetts. This includes MBI’s role as Joint Lead Agency with NTIA for NEPA compliance and all other related obligations imposed through the BEAD General Terms and Conditions as may be updated from time to time by NTIA. MBI will retain responsibility for key programmatic determinations. All deliverables submitted by the Selected Consultant will be subject to review and approval by MBI senior management.
